Anti-LGBTQ+ legislation isn’t slowing down in 2025 — it’s gaining traction.

Five hundred and ninety-eight bills restricting the rights of queer people have been proposed in state legislatures across the United States so far this year, according to the American Civil Liberties Union, with 67 becoming law. That’s compared to 533 proposed in all of last year, and 510 in all of 2023.

The 67 laws that have been enacted this year come from only 21 states, with just four of them accounting for 26 laws. Most target transgender people’s access to public facilities, gender-affirming care, and recognition in society.

Here are all the anti-LGBTQ+ laws that have been passed so far in 2025, what they do, and which states they come from.

Alabama

Alabama has passed one anti-LGBTQ+ law this year, S.B. 79, which bans trans people from single-sex spaces that do not align with their sex at birth.

Arkansas

Arkansas has passed six anti-LGBTQ+ laws this year. H.B. 1616 creates religious exemptions for nondiscrimination protections, S.B. 486 bans trans people from single-sex spaces that do not align with their sex at birth, S.B. 444 allows doctors to refuse gender transition treatments, H.B. 1916 defines gender-affirming care for youth as “malpractice,” H.B. 1669 allows anti-LGBTQ+ parents to foster LGBTQ+ children, and H.B. 1307 restricts public funds from covering gender-affirming care.

Georgia has passed three anti-LGBTQ+ laws this year. S.B. 1 bans trans students from facilities and sports teams that align with their gender identities, S.B. 185 restricts gender-affirming care for incarcerated people, and S.B. 36 allows religious exemptions that could deny housing, healthcare, and equal pay to LGBTQ+ people.

Idaho

Idaho has passed seven anti-LGBTQ+ bills into law in 2025. H.B. 239 requires parent permission to study “human sexuality,” H.B. 352 bans instruction on LGBTQ+ identities K-12, S.B. 1027 protects employers who refuse to facilitate gender transition treatments, S.B. 1198 prohibits DEI initiatives at universities, H.B. 264 bans trans people from single-sex spaces that do not align with their sex at birth, H.B. 59 creates religious exemptions for healthcare providers, and H.B. 41 bans LGBTQ+ flags at public buildings.

H.B. 0032 incorrectly defines sex as unchanging and exclusively male or female, H.B. 0164 bans gender-affirming care for youth, S.F. 0044 bans trans students from sports teams that align with their gender identities, S.F. 0077 prohibits state employees (including teachers) from affirming someone’s gender identity through names and pronouns, S.F. 0062 bans trans students from facilities that align with their gender identities, H.B. 0072 bans trans people from public facilities that don’t align with their sex at birth, and H.B. 0207 allows religious exemptions that could deny housing, healthcare, and equal pay to LGBTQ+ people.
