Why overload the Clark Memorial Bridge with traffic if it’s in poor condition?

If the Clark Memorial Bridge is a fracture critical bridge with a poor rating level, why is it being purposefully overloaded? The on-ramps to southbound I-65 in downtown Jeffersonville are barricaded, forcing commuters to take the Clark Memorial. The right turn lane exiting the Clark Memorial southbound is also closed, keeping traffic backed up heading into Louisville the entire mile length.

I am not an engineer, but it seems to me unevenly loading a failing bridge all the time is inviting disaster. A vehicle fire adjacent to a structural component seems like all it would take to stop traffic heading north and, potentially, fill all lanes with cars and compromise the remaining integrity of the structure. If it’s unsafe for pedestrian traffic, certainly it’s not safe to stress it this way.
