New flyover lane opening signals coming end for I-95, Route 896 Interchange Project

Be patient. Everything is coming together, goes the saying.

The anonymous proverb is something that can be experienced with the I-95 and Route 896 Interchange Project, which is taking another step toward completion this weekend.

A flyover from Route 896 south to I-95 north is opening the morning of Sept. 27, bringing one of Delaware’s largest traffic projects closer to being finished after starting more than two years ago.

“Project is on schedule with major construction concluding by the end of the year,” said C.R. McLeod, Delaware Department of Transportation’s director of community relations, in a statement. “There will still be ongoing work until spring 2026 to complete the entirety of the project.”

Ahead of the opening, Newark police announced that Route 896’s northbound lanes will be closed from 10 p.m. Sept. 26 until 5 a.m. Sept. 27.

In June, a new flyover ramp from I-95 south to Route 896 south and north opened to traffic.

$279 million project

The $279 million project, which started in mid-2023, brings needed upgrades to the interchange by making it easier to navigate the flow of traffic and help reduce the chances of crashes.

Before construction, motorists exiting south I-95 toward Glasgow had to weave their vehicles onto Route 896 south where other drivers are either continuing south on the state road or merging to the right so they could get on the ramp to I-95 north.

This was causing crashes as motorists slowed and stopped while crossing lanes to get to their destinations. The area saw approximately two crashes every three days between January 2019 to December 2021 — totaling 746 crashes, including one fatality.

The two flyovers will help reduce that congestion.

The flyover that opened in June takes motorists exiting I-95 south over Route 896, curves above the interstate and then exits them onto south lanes of Route 896 a little past the interchange.

The other flyover slated to open this weekend will take motorists heading south on Route 896 from the Newark area over the interstate, curve left over Route 896 and exit them onto I-95 north.
