A Shreveport legislator’s proposed House bill seeks to address congested traffic in specific school zones in Shreveport.
HB 620, drafted by Shreveport Democratic Rep. Tammy Phelps, requires the Caddo Parish school district to implement traffic congestion solutions to promote public safety in neighborhoods surrounding Caddo Middle Magnet and Eden Gardens Elementary schools.

Legislation necessitates traffic congestion solutions near two specific school zones
The proposed legislation requires the Caddo Parish School Board to develop and implement its own solutions to reduce traffic congestion, accident rates and emergency vehicle response times in areas surrounding Caddo Middle Magnet and Eden Gardens Elementary schools in Shreveport.
Also, the law mandates that the school board must take all necessary measures to ensure that the following issues are fully resolved when developing these solutions.
The restriction of certain roadways from use during drop-off and pick-up times.
The utilization of the transfer drop-off locations.
The prohibition against circling the parking lot during drop-off and pick-up times.
The Caddo Parish School Board is mandated to use existing local and state traffic engineer studies to create the most effective methods of ensuring the safety of the students, family, faculty and residents who use the roadways neighboring the Caddo Middle Magnet and Eden Elementary schools.
The proposed law requires that the Louisiana Department of Transportation and Development lend its expertise to contribute to meaningful, permanent solutions to the public safety and traffic problems in neighborhoods surrounding the two schools. It also requires the DOTD to collaborate with the Northwest Louisiana Council of Governments regarding their findings.
