Police in Colonial Heights say a man they arrested on child-pornography charges was out on bond for similar charges in Texas and was also wanted in Chesterfield County.
Noel David Smith, 54, of the 300 block of Mallard Drive, was arrested without incident May 9 at his home, according to a news release from Colonial Heights Police. Smith has been charged with three felony counts of possession of child pornography with the intent to distribute and is being held without bond at Riverside Regional Jail in Prince George County.
His first court appearance is May 12.
Two days before Smith’s arrest, authorities said they received a cyber tip about a potential child-exploitation attempt online. The release said that detectives were “quickly able to identify the offender as Smith.
Smith had been released on bond for “similar but unrelated charges” in Texas, police said. He also had outstanding warrants in Chesterfield for indecent liberties with a child and computer solicitation of a child under the age of 15.
An online search of Texas records show Smith was charged possession of child pornography with the intent to distribute in Montgomery County, about 40 miles north of Houston.
