CHESAPEAKE — A man accused of using a cellphone to record people using a restroom in a Chesapeake medical facility over a 3½-year period has been charged with multiple counts of unlawful filming as investigators try to identify victims, according to police.
Jeffery Curtis Leffel, 43, is charged with 42 counts of the misdemeanor crime, according to a statement issued Tuesday by Chesapeake police. Leffel was taken to the Chesapeake city jail, but was later released on bond, according to online records. Police said additional charges may be coming as the investigation continues.
The filming took place at a medical facility, located at 1933 Edwin Drive in the Edinburgh area of the city off the Chesapeake Expressway, the statement said. Police didn’t name the building, but online records indicate it’s a Sentara facility that is home to Sentara Family Medicine & Pediatrics and Sentara Medical Group Diagnostics.
The investigation began after a cellphone was discovered in a restroom and reported to police, the statement said. Detectives determined multiple victims were recorded over an extended period of time.
Anyone who believes they may have been a victim, and who used the single occupant restrooms at the facility between December 2021 and May 2025 is asked to contact Chesapeake police.
