Police have charged a man in a fatal hit-and-run crash involving a bicyclist in Hartford last October.

Jhaki Gunter, 24, of New Britain turned himself in on Monday evening in connection with a crash that killed 27-year-old Rosevelt Vann, Jr. of East Hartford, according to Lt. Aaron Boisvert of the Hartford Police Department.

He faces charges of misconduct with a motor vehicle, evading responsibility involving a death, reckless driving, failure to drive in the proper lane, failure to obey a traffic control signal, operating an unregistered motor vehicle and improper use of a license or registration, Boisvert said.

Vann was found suffering from serious injuries when police responded to the 600 block of Albany Avenue on Oct. 20 just after midnight on the report of a car versus bicycle crash, Boisvert said. Investigators discovered that the driver took off from the scene in a black Infiniti sedan heading east on Albany Avenue and then south on Garden Street, according to Boisvert.

Vann was taken in an ambulance to the emergency room at Saint Francis Hospital. He was pronounced dead shortly before 2:30 a.m., Boisvert said.

Detectives from the Crime Scene Division responded to the scene and assumed the investigation. They were able to identify Gunter as a suspect before obtaining a warrant for his arrest, Boisvert said. He was taken to the Hartford Police Detention Facility after turning himself in.
