The Ohio Water Development Authority awarded $30.97 million through low interest loans to Ohio communities to improve wastewater and drinking water infrastructure and make water quality improvements for Ohioans. For the month of June, the Authority funded eight projects that will provide improvements and replace aging infrastructure. The eight awarded projects received an interest rate ranging from 3.91% to 4.69%.
For June 2025, the following Ohio communities are receiving funding from OWDA’s Fresh Water Loan Fund Program:
* The City of Columbus in Franklin County is receiving $10,853,706.40 at 4.10% for 20 years for the construction of 8,000 feet of waterline along E. Cooke, E. 5th, Oak, Buckey Circle, Rickenbacker Parkway, and John Glenn Avenue to replace aging waterlines.
* The Village of Pemberville in Wood County is receiving $401,399.44 at 4.30% for 30 years for the construction of a 150,000 gallon water storage tank to replace an existing tank which has exceeded its useful life.
* The City of Portsmouth in Scioto County is receiving $351,225.00 at 4.69% for 5 years for the development of a preliminary engineering report to evaluate alternatives for replacing the Sunrise Reservoir, which is reaching the end of its useful life.
* The Village of Russellville in Brown County is receiving $27,900.00 at 4.69% for 5 years for the development of a preliminary engineering report to evaluate alternatives for upgrading the wastewater treatment plant to meet discharge permit requirements and improve operations.
* The Village of Silver Lake in Summit County is receiving $202,291.00 at 4.10% for 20 years for the construction of 1,700 feet of sanitary sewer and 400 feet of storm sewer along Markle Drive and Silver Lake Boulevard to separate combined sewers and reduce sewer overflows.
* The City of Springfield in Clark County is receiving $8,817,200.00 at 4.30% for 30 years for the construction of a pretreatment facility for the Erie Express pump station to improve operations.
* Tri-Cities North Regional Wastewater Authority in Montgomery County is receiving $10,033,831.00 at 3.91% for 30 years for the construction of 8,900 feet of sanitary sewer, 3,500 feet of force main, and a new metering station along Mud Run to increase conveyance and eliminate overflows.
* The Village of Waverly in Pike County is receiving $282,485.00 at 4.69% for 5 years for the design of 7,000 feet of waterline to replace an aging waterline between the water treatment plant and an existing water storage tank.
The State of Ohio created the OWDA to provide funding for the construction of public water and wastewater infrastructure in Ohio. Since its creation in 1968, OWDA has pursued borrowing that assures the OWDA the lowest cost of funds in order to maintain low borrowing rates for the local governments of Ohio. These low borrowing rates allow local governments to construct necessary water and sewer improvements while minimizing the impact to user charges.
