MANITOWOC – Kirk A. Dunn, 20, has been bound over for further criminal proceedings on charges of intentional homicide and reckless endangerment.
He attended a preliminary hearing in Manitowoc County Circuit Court in person Thursday, Oct. 9, with his attorney, Melissa Barrette.
After hearing testimony about the investigation into the fatal Sept. 23 shooting of Jaisiah Owens from Manitowoc Police Detective Eric Schultz, Barrette argued Dunn’s actions were taken in self-defense and should not be considered for felony charges.
Judge Anthony Lambrecht ruled the testimony, along with the criminal complaint, gave him cause to believe there was enough evidence to move forward with criminal proceedings.
An arraignment for Dunn was set for Oct. 15.
Dunn is in custody at Manitowoc County Jail on a $500,000 cash bond. He was arrested Sept. 23 on suspicion of shooting Owens, 25, from the balcony of his apartment on Dewey Street in an early morning shootout.

During his testimony, Schultz said one witness told him Owens brought a gun to Dunn’s residence and intended to “go after” Dunn.
Dunn told police during an interview that he shot at Owens after seeing a blue laser dot on his chest, thinking Owens was targeting him, and said Owens had also fired shots at him.

According to the arrest log, one witness said Owens was able to walk back to the car after being shot where the witness was waiting and they drove him to the 1200 block of South 17th Street in Manitowoc.
