Norfolk housing authority chooses a developer for Calvert Square and Young Terrace

The Norfolk Redevelopment and Housing Authority has chosen a master developer for the long-planned redevelopment of two public housing projects.

Rhode Island-based Gilbane Development Co. has been chosen to lead the estimated $1 billion redevelopment the Calvert Square and Young Terrace housing projects in the St. Paul’s District, the housing authority announced Thursday.

Gilbane was one of three finalists that presented to the housing authority on June 4. Gilbane leaders showed off Madison Yards — a huge mixed-use development in Madison, Wisconsin with 270 apartment units, 608,000 square feet of office space, a hotel and more — as an example of what the company could create in Norfolk.

Next, Gilbane and the housing authority will host a four-day design meeting this month to develop a project master plan. Public housing residents and the general are encouraged to attend and provide feedback. Meetings will take place at various times July 14-17 at the Murray Center, located at 455 E. Brambleton Ave.

City officials have long sought to redevelop the three public housing projects in the St. Paul’s neighborhood near downtown. City Council members approved a plan in 2018, and began to demolish the 600-unit Tidewater Gardens in 2020.

Several buildings in that redevelopment project are now open and construction is ongoing.
