These 7 parishes rank among the 25 most flood-prone ‘counties’ in America, new study finds

With more and more severe weather events occurring, like heavy rain and storms, certain areas may have a higher risk of flooding than others.

Louisiana, specifically, is a highly flood-prone state because of its flat, low-lying terrain, abundant water bodies, heavy rainfall and proximity to the Gulf.

In fact, a significant portion of the state is designated as a Special Flood Hazard Area, and the state also has the highest rate of repeat flood claims in the U.S. under the National Flood Insurance Program, according to Louisiana Watershed Initiative.

The most vulnerable Louisiana parishes for flooding in 2025 according to LawnStarter

In order to find out areas most vulnerable for flooding in 2025, LawnStarter ranked over 940 counties, including Louisiana parishes, using 11 metrics across four categories.

LawnStarter evaluated 943 counties with FEMA-designated moderate to very high flood risk data and then grouped them into four categories, including flood risk, economic impact, population vulnerability and preparedness.

In the study, LawnStarter found that over half of the 100 most flood-prone counties, or parishes, are in Gulf Coast states like Texas, Louisiana and Florida. These Gulf Coast areas face some of the highest expected annual losses.

In relation to this, two parishes ranked overall as having among the highest estimated river flooding financial loss, with East Baton Rouge Parish ranking fourth and Lafayette Parish ranking sixth.

  • St. John the Baptist Parish: 273

  • Jefferson Davis Parish: 785

  • Pointe Coupee Parish: 844

  • West Baton Rouge Parish: 915
