York County Regional Police have accused a couple of financially exploiting a relative who was delinquent in payment to a residential care facility, according to court records.
David Alan Shaffer, 55, and Holly Ann Shaffer, 55, of the 400 block of West Kings Highway in Coatesville have been charged with financial exploitation of an older adult or care-dependent person and theft by unlawful taking. Both are third-degree felonies.
Each has been released on $25,000 unsecured bail, according to online court records.
The York County Area Agency of Aging contacted police after a man was delinquent with payment to a senior living facility, according to an affidavit of probable cause. The agency performed an audit on the financial account and found debits that would not have benefitted the relative.
David Shaffer had power of attorney to the relative’s account, and his wife, Holly, was a secondary agent. Both had agreed to act in the best interest of the relative, the affidavit states.
Both were court ordered to perform audits on their financial activities within the relative’s account between November 2021 and November 2024, the affidavit states.
“David Shaffer took responsibility for spending $70,349 to benefit himself, which was not in the best interest of nor benefitted” the relative, the affidavit states.
His wife took responsibility for spending $67,285 to benefit herself, the affidavit states.
Their attorney, Glenn Smith, could not be reached for comment.
