A fifth suspect, a Kewaunee woman, was charged with felony murder in a fatal August 2024 shooting prosecutors say stemmed from a drug-deal-turned-robbery.

Rosemary Williams, 18, of Kewaunee.
Four Green Bay men have previously been charged in the case: Elijah White, 19, Dion Richardson Jr., 18, Darian Pinchart, 19, and Nigel White, 22. All four men face first-degree intentional homicide charges.
What are the charges?
Williams is charged in Brown County Circuit Court with:
Felony murder as a party to a crime, a felony.
Conspiracy to commit armed robbery, a felony.
Resisting or obstructing an officer, a misdemeanor.
What happened?
According to a criminal complaint:
Around 4:15 p.m. Aug. 7, 2024, Green Bay police officers were dispatched for a report of someone being shot. Officers responded to the HSHS St. Vincent Hospital emergency room where 21-year-old Brandon Ramirez was taken for a gunshot wound to the head. Ramirez died Aug. 9.
Ramirez’s fiancée told investigators she drove Ramirez to the 1200 block of Berner Street shortly before 4 p.m. to sell drugs, but said she didn’t know what kind of drugs or how much. She said when they arrived, a man got into the backseat of the car, pretended he was paying Ramirez via CashApp and pulled out a gun. She then heard a gunshot right by her ear and realized Ramirez was shot. The man who fired the gun got out of the car and the fiancée drove Ramirez to the hospital. She said another man who was outside the car pointed a gun at the vehicle and she saw two other people running near the back of the house.
Investigators found Richardson’s phone in the backseat of the car. Through surveillance videos, investigators determined the four male suspects were in a red vehicle together that parked in an alley behind Berner Street around the time of the shooting. The footage showed three people walking toward the address where the incident occurred and running back to the car minutes later.
While reviewing Ramirez’s phone data, investigators found Snapchat messages between Ramirez and an account named “s3lfmade_bxby,” later determined to belong to Williams. The chat was initiated by Williams and detailed a plan for her to buy marijuana from Ramirez. The conversation took place between 2:36 and 4:10 p.m. Aug. 7.
Ramirez’s fiancee told investigators Ramirez said they were meeting a girl for the drug deal and that he had “a weird feeling” because the girl didn’t normally ask for that much marijuana.
In an interview with detectives, Richardson said Nigel White set up the deal with Williams on Snapchat. Richardson said he believed Nigel White told Williams they were looking to rob someone. White told investigators he knew there would be a drug deal but he didn’t set it up and didn’t know about a robbery.
On March 25, detectives made contact with Williams’ sister at her apartment and asked the sister if she knew where Williams was. During the conversation, Williams entered the complex, passed the detectives and told them she wasn’t Williams when they asked. A detective went to the apartment Williams entered to check her identity and Williams ran away. She was arrested at the complex.
What’s next?
Williams was booked into Brown County Jail March 25 and remains in custody on a $100,000 bail. She made her initial appearance in court April 15.
